Wisconsin requires that you register your phone number every two years in order to have it remain on the No Call list. You need to register or re-register by December 1st in order to get or stay on the list in January of '07. Information on how to register can be found here.
The GB Press Gazette had a decent editorial on Monday on closing the political No Call loophole.

I got 6 'remember to vote' robocalls from Kohl in the 36 hours before the Primary. As his opponent in that race, I needed no prompting.
