Oshkosh Issued Citation For Deer Overfeeding

I just got off the phone with a reporter from WBAY-TV, who asked me to comment on the DNR's issuing a citation to the city of Oshkosh for deer overfeeding. I had no comment, because I had not heard of this until his phone call. Apparently the city will be fined a minimum of $530. I'm sure the Northwestern will have more information soon.

Were it not for the efforts of citizen Amy Haberkorn, the overfeeding probably would not have been discovered. She went and dug up the DNR permit that allowed the culling, contacted the city's Parks Department to see if they were feeding in accordance with that document, and raised hay when it was discovered that the overfeeding was taking place. A good lesson for anyone who doubts the power of the individual to make a difference.

What do they mean by over feeding?
Did the city contractor exceed the 2 gallon per 40 acre baiting limits?

I wonder about this too-

"Any feeding site that is located within 50 yards of any trail, road, or campsite used by the public, or within 100 yards from a roadway, having a posted speed limit of 45 miles per hour or more."

"Officials with the Oshkosh Police Department said the city's Parks and Forestry Department set up the bait. Parks and Forestry Department were not available Monday for comment on the amount of food that was used to bait the deer or if the amount used conformed to DNR rules."

Go to Amy Haberkorn's citizen statement (at about the 48 minute mark) of the March 10th City Council meeting. She shows a copy of the DNR permit and its clear instructions for feeding. The Urban Wildlife "Specialists" (i.e. sharpshooters) apparently ignored the DNR instructions or some major league miscommunication took place.

No Parks Dept. were nincompoops to not follow the DNR permit guidlines.
