Public Hearing on City Budget TONIGHT

At tonight's Common Council meeting citizens will have the opportunity to comment on the 2009 City Budget. The Council has held two workshops dealing with the operating budget. The videos of those sessions can be found here and here. On November 18th (Tuesday) the Council will have a workshop on the Capital Improvement Program portion of the budget.

The Council will vote on the budget at the November 25th meeting. Citizens will be able to address it at that meeting too.

If you have comments on the budget but cannot make the meetings, please email or call members of the Council.

I have not taken the Rhetoric of Rock Music class that Tony has. And I can't help with what goes on in Oshkosh.

But I'll just submit this: Elvis Costello had a song, rhetoric of rock inclusive' called "What's so funny about Peace, Love and Understanding?"

Today, and under this topic, I would paraphrase for city budgeting:

What's so funny about Competitive Bidding, Least Cost Planning and Full Cost Accounting?

I didn't make these phrases up. They are part of the literature of planning and 'backcasting.' Backcasting is determining what you want your community to be and then focusing on how to get it.

Here is a great description of Backcasting as it relates to Sustainability Principles and er, uh, Planning...it suggests replacing forecasting with Backcasting - a sort of Visualization of what can be - Yes We Can???
